  1. The list of authorised person(s) for O & M of the H.V. installations in the following proforma has been affixed in the switchgear / control room duly signed and a copy has been submitted with the application.

29 A. Transformers
  1. The silica get has been reactivated / replaced. The colour of silica gel has been maintained as blue.
  2. The oil in the conservator tank has been maintained at prescribed level.
  3. Extra holes in the plate for cables on primary / secondary side of Transformer have been plugged.
  4. Termination box for cable on primary / secondary side of transformer has been closed / fitted.
  5. The ground for transformer yard has been leveled and the blue metal jelly (store gravel) of 40 mm down size has been spread in the Transformer yard for a minimum thickness of 150 mm.
  6. Vegetation in the Transformer yard and around Transformer yard has been removed / cleared.
  7. The tree leaning towards Transformer center, GOAB switches have been cut /lopped.
  8. The gate in the fencing for Transformer has been earthed through flexible earthing.
  9. Fencing for Transformer has been earthed at least at two points.
  10. Provision of locking entry gate in the Transformer yard has been made.
  11. The wheels of the Transformer have been locked or stoppers have been fixed.
  12. The wheels of the Transformer have been locked or stoppers have been fixed.
B. Cables
  1. Cables have been dressed properly
  2. Cables have been tied by nylon thread / ties / strips and not by G.I. wires.
  3. Cables supports have been properly provided.
  4. Cables trenches have been cleared of waste material and refuse.
  5. Tags for size of power cable have been affixed at both ends of power cables.
  6. Route marker have been provided for underground power cables.
  7. Proper bending radius / access has been provided for terminating heavy armored cables.
C. Pole mounted GOAB switch
  1. DP Structure has been erected vertically and firmly.
  2. D.P. Structure has been concreted and coping has been done above ground level.
  3. Stay wires for D.P. Structure have been provided and the guy insulator at height above 3 m has been provided in the stay wire where stay wires have not been earthed.
  4. Stay wires have been firmly fixed in the ground through concrete pads.
  5. Identification of phases has been made at G.O.A.B. switch and transformer (Primary & Secondary side).
  6. The down pipe for operating GOAB switch has been erected vertically.
  7. The operation of GOAB switch is trouble free and smooth and guide clamps have been provided to the vertical rod / down pipe.
  8. The operating handle of GOAB switch has been provided with flexible earthing.
  9. Insulating sleeves on the operating handle for GOAB switch has been made in on & off positions.
  10. Provision for locking of the operating handle for GOAB switch has been made in on & off positions.
  11. Drop out fuse (s) of proper rating have been provided.
  12. The height of the lower cross arm for H.T. fuse unit from the ground level is 4.5 m or more.
  13. The height of the lower cross arm of the G.O. switch from the ground level is 6 m or more.
  14. The height of the G.O. switch operating handle from the ground is 1.25 m or more.
  15. The distance between phase conductors on S/S structure poles is 76 cm or more.
  16. The distance between phase conductors and S/S structure poles is 46 cm or more.
  17. The height of the plinth for the plinth type transformer S/S provided with fencing is such that the HV and MV busing terminals of the transformer including MV Cable box is at least 2.75 m, and 3.7 m from ground level for 11 KV and 22 KV or 33 KV systems respectively.
D. Earth Pits
  1. The earth pits for earthing electrodes have been made.
  2. The masonry work for earth pits has been completed.
  3. Earth pits have been identified.
  4. Covers on earth pits have been provided.
  5. Funnels with wire mesh on the top of earthing pipes have been fitted.
  6. The level of earth pits (height above ground level) has been maintained uniformly.
E. Switchgear Room
  1. Switch gear room is easily accessible
  2. Switchgear room is well ventilated.
  3. Switchgear room is well illuminated.
  4. Spare for future expansion has been provided.
  5. Proper arrangements for control for parallel operation of D.G.s has been made.
  6. The free space in the switchgear room is not used as a store room.
  7. The DC batteries meant to provide DC supply to control circuit, erected in the switchgear room have been housed in a leak proof enclosure.
  8. The storage batteries of large size, where number of panels, is very large, have been installed in a separate room to prevent circulation of fumes.
  9. Doors and Cub Boards have not provided behind the switchgear panels (s)
35 The danger notice boards in Hindi or English and local language of appropriate voltage have been fixed at entrance gate of transformer S/S, H.V./ M.V./ L.V. panels, and switchgear room, GOAB switch, supporting structure / pole fencing etc.

  1. Adequate number of fire buckets filled with clean dry sand have been provided.
  2. Slopping canopy has been provided above stand for fire buckets if placed in open.
  3. Adequate number fire extinguishers suitable for electric fire have been provided.
  4. The fire extinguishers and buckets have been provided outside the transformer yard / switchgear room preferably near entrance gate.
  5. First Aid box has been provided in the switchgear room.
44
  1. Instruction chart in Hindi or English and local language of the district for restoration of persons suffering from electric shock has been affixed in the switchgear room / control room.
  2. The authorised persons are acquainted with and are competent to apply instructions for restoration of persons suffering from electric shock.
  3. An artificial respirator has been provided in H.V. Sub Station.
45
  1. The photocopy of valid electrical contractor license issued from any State government and for of appropriate voltage / category has been submitted with application.
  2. A photocopy of the valid electrical supervisory competency certificate issued from any State government and for appropriate voltage / category has been submitted with application.
46 The existing EHV, HV and MV & LV installations (if any) have been got inspected at an interval of 2 and 4 years respectively.
47A The existing Diesel Generating set (s) of capacity exceeding 10 KW (if any) have been got inspected, written approval under rule 47 A obtained and Final Approval of Electricity Deptt./ SEB for operation of D.G. Set has been obtained.
50(1)(a)
  1. The copy of single line diagram with complete details of protective relays, metering and alarms has been submitted with application and has been displayed in the switchgear room / control room.
  2. A linked switch with fuse(s) after point of commencement of supply has been provided or a circuit breaker having aggregate transformers apparatus capacity up to 1000 KVA for 11 KV system and up to 2500 KVA for 22 KV and 33 KV system.
  3. Provision of circuit breaker at point of commencement of supply if aggregate installed transformer / apparatus capacity is above 1000 KVA for 11 KV system and 2500 KVA for 22 KV and 33 KV system has been made. NOTE Where the point of commencement of supply and the consumers apparatus are near each other, one linked switch with fuse(s) or circuit breaker near the point of commencement of supply as required under rule 50 (1) (a) shall be considered adequate.
50(1)(b)
  1. Provision of circuit breaker on primary side of Transformer has been made for Transformers of capacity 800 KVA and above.
  2. Provision of circuit breaker on secondary side of Transformer has been made for Transformer of capacity 630 KVA and above.
  3. Provision of linked switch with fuse(s) has been made on secondary side of Transformers of capacity below 630 KVA.

  1. The extra holes in the breaker panels and LT switchgear panels have been plugged / sealed.
  2. The illuminating lamps have been provided in the panels.
  3. Incoming / outgoing panels have been identified properly.
  4. The clearance for the control panel of the transformer has been provided as given below:-
    1. Front clearance 100 centimeter (cm).
    2. Rear clearance: 75 cm minimum if there is cable entry from rear side or doors on rear side or it is required to work on rear side. OR less than 20 cm if none of the condition as mentioned under (a) above exist. A passage way clear to the height of 1.8 m has been provided where rear clearance is 75 cm or more.
    3. Side clearance: 75 cm or more, if rear clearance of 75 cm or above has been provided.
61
  1. The body frames of Transformers, Motors and other apparatus have been earthed by two separate and distinct connections with earth.
  2. Earthing strips do not have too many bolted joints.
  3. Exposed earth strips do not run above the floor in rooms.
  4. Removable links has been testing the earth resistance of individual earth electrode has been provided.
61A Earth leakage circuit breaker (ELCB) of proper rating has been provided for lighting circuits having connected load above 5 KW.
63
  1. The work like termination of cables, installation and commissioning of control panel, breaker panel etc have been completed.
  2. Any alterations / additions made in existing HV installation including replacement of Transformer, Circuit Breaker etc. have been got inspected and written approval has been sought before energisation.
64 The proper segregation of supplier's apparatus (metering equipment etc) from H.V. consumer's apparatus has been made.
64(2)
  1. The safety working clearance (i.e. the minimum clearance to be maintained in are between the live part of the equipment on one hand and earth or another piece of equipment or conductor on which it is necessary to carry out work on the other) has been provided as below:-
    11 KV  - 2.6 meters;      
    22 kV & 33 KV - 2.8 meters
    
  2. winding of motors or other apparatus, which are liable to be within the reach have been suitable protected to avoid danger.
  3. Suitable provisions have been made, either by connecting with earth a point of the circuit at lower voltage or other wise, to guard against danger by reason of the said circuit becoming accidentally charged above its normal voltage by leakage or contact with circuit at higher voltage where Transformer or Transformers have been used.
  4. The proper arrangement for draining the oil has been made, in case any transformers / apparatus is having oil content of more than 2000 litres and the S/S or Switch station is located in basement.
  5. For Transformers having more than 2000 litres oil.
    1. The baffle walls of 4 hours fire rating have been provided between transformers / apparatus.
    2. Soak pit has been made and in case oil content is more than 9000 litres, the provision for draining away or removal of oil has been made, adequate arrangement for preventing the spread and extinguishing the fire has been made and spare oil has not been stored in the switch station.
    3. Proper arrangement for maintaining the Transformers and switch gears as per the code of practices of BIS and keeping the records has been made.
    4. For residential/commercial building only Dry Type Transformers have been installed.
    1. Adequate fire protection arrangement for quenching the fire in the apparatus / Transformers (oil type) has been made.
    2. The following measures have been taken for sub station / switch station located in basement.
      1. The room is in the first basement at the periphery of the basement.
      2. The entrance to the room has been provided with fire resistance doors of 2 hour fire rating. A curb (sill) has been provided at the entrance of the room to avoid flow of oil from ruptured transformers to the other parts of the basement.
  6. The cable trenches inside the substation and the switch station containing cables have been filled with sand, pebbles or similar non inflammable material. OR Have been covered by non inflammable slabs.
64 A(1) Interlocks
  1. Isolators and controlling circuit breakers have been suitably interlocked so that Isolator cannot be operated unless corresponding breaker is in open position.
  2. Isolators and corresponding earth switches have been suitably interlocked so that no earth switch can be closed unless corresponding isolator is in open position.
  3. Where two or more supplies are not intended to be operated in parallel, the respective circuit breaker or linked switches controlling supplies have been suitably interlocked to prevent possibilities of any inadvertent paralleling or feed back.
  4. When two or more transformers are operated in parallel, the provision of tripping of the secondary side breaker of Transformer in case breaker on the primary side trips, has been made.
  5. All the gates or doors which give access to give access to live parts of an installations have been interlocked in such way that these cannot been opened unless the live parts are made dead and provision of proper discharging and earthing of such parts has been made before any person coming in close proximity of such parts.
64A(2)
  1. Over current protection has been provided.
  2. Earth fault / each leakage protection has been provided.
  3. Gas pressure type (Buchholz Relay) oil temperature (OTI) and winding temperature WTI protection to give alarm and tripping has been provided for Transformers of capacity 800 KVA and above.
  4. Differential protection has been provided for Transformers of capacity 10 MVA and above.
67
  1. Neutral point of every Diesel generator set and Transformers have been earthed by not less than two separate and distinct connections.
  2. Proper size of earthing strips have been used.
68
  1. The Transformer yard has been fenced by fencing of height of 1.8 m or more.
  2. Locking arrangement of the door in the fence has been made.

  1. At least two distinct earthing strips have been provided for earthing Lightning Arrestors.
  2. The earthing strips for Lightning Arrestors have been isolated from the supporting rail pole / beam, before its connection to the earth pit.
  3. The proper size of earthing strip has been used for earthing.
SITE TEST RESULTS.

Note If the site tests have been carried out already, a copy of site test results shall be submitted along with the application otherwise a complete set of site test results shall be supplied at site during inspection.

The inspecting officer shall test check the following during inspection.

  1. Insulation Resistance (IR) Values.
    1. For L.V. and M.V. equipments the IR values shall be measured by a 500 volt D.C. Megger for a period of one minute.
    2. For H.V. Equipments, the IR values shall be measured by a 2.5 KV Megger for 1 minute.
  2. Earth resistance
    The earth resistance of individual earth pit and combined earth electrode /earth mat (if made) shall be measured.
  3. Transformer Oil (B.D.V.) if the oil testing kit is available at site. The test results for BDV of Transformer oil shall be submitted indicating date of test.
  4. Operation of circuit breaker, GOAB switches, isolators etc.
  5. Functional Checks for Transformers
